Recommend elements of a near-term research agenda. The proposed research topics should focus on immediate questions contributing to the uncertainty of understanding and imposing the greatest risk to launching a major long-term research initiative. Fulfilling such a short-term research program should allow planners and researchers to project a long-term research program toward PetaFLOPS computing with confidence, and to justify the investment at the necessary level of funding.
